Abstract
Ovim radom daje se uvid u teorijske odrednice državnog proračuna kako bi se objasnio pojam, postupak donošenja i izvršenje proračuna te njegova struktura. Naime, prilikom provođenja svoje politike, vladin najmoćniji instrument je proračun. Proračunska politika utječe na makroekonomske ciljeve; fluktuaciju proizvodnje, cijene i nezaposlenost te čimbenike koje zahtijevaju rješavanje ove politike u vezi s fiskalnom politikom, jer ih obje istovremeno razrađuju javne vlasti. Upravo se ovim radom u teorijskom dijelu daje uvid u odrednice državnog proračuna kao najvažnijeg dijela državnih financija, čija je primarna zadaća financiranje javnih dobara. Istovremeno, to je i važan alat u rukama države, koji se miješa u funkcioniranje gospodarstva. Proračun, s obzirom na strukturu, sadrži sva obilježja društveno ekonomskih i političkih odnosa države u kojoj je on donesen. Kroz empirijski dio rada analizirani su prihodi i rashodi državnog proračuna Republike Hrvatske s ciljem donošenja zaključka o njihovoj visini, strukturi i promjenama kroz vrijeme od 2012. do 2021. godine.
Abstract (english)
This work provides an insight into the theoretical determinants of the state budget in order to explain the concept, the procedure for adopting and executing the budget, and its structure. When implementing its policy, the government's most powerful instrument is the budget. Budgetary policy affects macroeconomic goals; the fluctuation of production, prices and unemployment and the factors that require the solution of this policy in connection with the fiscal policy, because they are both worked out simultaneously by the public authorities. The theoretical part of this work will give an insight into the determinants of the state budget as the most important part of state finances, whose primary task is the financing of public goods. At the same time, it is also an important tool in the hands of the state, which interferes with the functioning of the economy. The budget, with regard to its structure, contains all the features of the socio-economic and political relations of the country in which it was adopted. Through the empirical part of the work, the revenues and expenditures of the state budget of the Republic of Croatia will be analyzed with the aim of reaching conclusions about their amount, structure and changes over time, from 2012 to 2021.
