Abstract
Duhan je jednogodišnja biljka koja se uzgaja zbog listova koji služe za proizvodnju duhana i duhanskih proizvoda. U Hrvatskoj se ova biljka uglavnom uzgaja na obiteljskim poljoprivrednim gospodarstvima. Smatra se biljkom čiji uzgoj ima i negativne i pozitivne strane. Konzumacija duhana negativno utječe na zdravlje ljude, ali pozitivno na gospodarstvo zemlje jer prodaja duhana i duhanskih proizvoda zbog visokih trošarina uvelike pune državni proračun. Amerikanci su prvi počeli konzumirati duhan na način da ga puše, a Europljani su se susreli s njime tek kada je Kristofor Kolumbo krenuo na putovanje u Granadu. Kina, Brazil i Indija su najveći proizvođači duhana u svijetu. I u Republici Hrvatskoj postoji višestoljetna tradicija uzgoja duhana. U Hrvatskoj je duhanska industrija regulirana Zakonom o duhanu i Zakonom o ograničavanju uporabe duhanskih i srodnih proizvoda te Uredbom o visini trošarina na duhanske prerađevine i duhanske proizvode. Zbog visokih trošarina na duhanske proizvode raste ilegalna trgovina rezanim duhanom te švercanim i krivotvorenim cigaretama. Zbog toga se Republika Hrvatska svakodnevno susreće s raznim oblicima kriminaliteta vezanim uz krijumčarenje, proizvodnju i nedozvoljenu trgovinu duhana i duhanskih proizvoda.
Abstract (english)
Tobacco is an annual plant that is grown because of its leaves, which are used to produce tobacco and its products. In Croatia, this plant is largely grown on family farms. It is considered to be a plant which cultivation has both advantages and disadvantages. The consumption of tobacco has a negative effect on people's health, but a positive effect on the country's economy, because the trade of tobacco and its products largely fills the state budget due to high taxes and expenses in general. Americans were the first to start consuming tobacco by smoking it and Europeans only encountered it when Christopher Columbus took off on a trip to Granada. China, Brazil and India are the world's largest producers of tobacco. Republic of Croatia also has a centuries-old tradition of tobacco cultivation. In Croatia, the tobacco industry is regulated by the Law on Tobacco and the Law on Limiting the Use of Tobacco and Related Products, as well as the Directive on Excise Duty on Tobacco Products and Tobacco Products. Due to high expenses on tobacco products, the illegal trade in cut tobacco and ilegally transported and fraudulent cigarettes is growing. Because of this, the Republic of Croatia daily encounters various forms of crime related to smuggling, production and illegal trade of tobacco and tobacco products.
