Abstract
Europski fondovi kojima se financiraju mnogobrojne aktivnosti i projekti za razvoj gospodarstva i unaprjeđenje poslovanja javne uprave, značajni su za Republiku Hrvatsku. Ovim završnim radom obrađeno je računovodstveno praćenje projekata i fondova Europske unije. Na primjeru konkretnog projekta Ministarstva financija, „Jačanje sustava fiskalne odgovornosti i sustava unutarnjih kontrola“ financiranog iz Europskog socijalnog fonda, u okviru Operativnog programa analizirane su faze provođenja konkretnog projekta, od početnog planiranja, preko izvršavanja do njegovog računovodstvenog evidentiranja i praćenja. Radom su istraženi bitni čimbenici projekata financiranih iz fondova Europske unije, usmjeravajući se na projekte proračunskih korisnika. Pojašnjene su odredbe kojih su se proračun i proračunski korisnici dužni pridržavati i objašnjene su osnovne odrednice proračunskog računovodstva.
Abstract (english)
European funds, which finance numerous activities and projects for the development of the economy and the improvement of public administration, are significant for the Republic of Croatia. This final paper deals with the accounting monitoring of projects and funds of the European Union. On the example of the specific project of the Ministry of Finance, "Strengthening the system of fiscal responsibility and the system of internal controls" financed from the European Social Fund, the phases of the implementation of the specific project were analyzed within the framework of the Operational Program, from initial planning, through execution to its accounting recording and monitoring. The paper investigated the essential factors of projects financed from the funds of the European Union, focusing on the projects of budget users. The provisions that the budget and budget users are obliged to comply with are explained and the basic principles of budget accounting are explained.
