Abstract
Ovaj rad analizira upravne reforme i modernizaciju javne uprave u Republici Hrvatskoj s naglaskom na procese digitalizacije, profesionalizacije kadrova i pojednostavljenja administrativnih postupaka. Cilj istraživanja je pružiti teorijski i praktični pregled reformskih inicijativa, usporediti hrvatski model s odabranim inozemnim primjerima te ponuditi kritički osvrt na dosadašnje postignuće i izazove. Primijenjene su metode analize službenih strateških dokumenata, relevantne literature i... More usporednih primjera iz prakse, a glavni nalazi pokazuju da su pozitivni efekti već vidljivi kroz projekte e-uprave poput sustava e-Građani, ali da i dalje postoje prepreke poput raznolike razine digitalne pismenosti, neujednačene infrastrukture te otpora promjenama unutar same uprave. Komparativnom analizom s primjerima Estonije, Ujedinjenog Kraljevstva i Njemačke utvrđeno je da je centraliziran pristup digitalizaciji učinkovitiji, ali i da je potrebna kontinuirana edukacija korisnika i službenika. Rad završava praktičnim primjerom projekta e-Građani te preporukama za daljnja istraživanja, osobito na području jačanja digitalnih kompetencija i unaprjeđenja zakonodavnog okvira. Zaključno, modernizacija javne uprave, unatoč izazovima, pokazuje trendove pozitivnih pomaka, dok budući uspjeh ovisi o kontinuiranoj političkoj potpori, strateškom planiranju i edukaciji svih sudionika u procesu. Abstract (english)
The topic of this thesis analyzes administrative reform and modernization of public administration in the Republic of Croatia with emphasis on processes of digitalization, professionalization of personnel and simplification of administrative procedures. The goal of this research is to offer theoretical and practical overview of reform initiatives, compare Croatian model with selected international examples and to offer critical overview on achievements and challenges. We have applied... More methods of analysis of official strategy, of relevant literature and of comparable examples in real practice. The main findings already show positive effects visible through projects of e- Administration, like system e-Građani (e- Citizents), but it also shows that there are still different obstacles like different levels of digital literacy among users, differences of unevenness in available digital infrastructure andto some level of resistance to positive changes among members of Administration. With comparative analysis of examples from Estonia, the United Kingdom and Germany we have determined that a centalyzed approach to digitalization is more efficient, but it also shows that there is a need for continuous education for users and for administrative officials. This thesis ends with a practical example of e-Građani project and with recommendations for further research, especially in the area of strengthening digital competences and improvement od legal frameworks. To conclude, the modernization of public administration, despite different challenges, is showing positive trends of improvements, while future success mostly depends on continuous political support, strategic planning and education of all participants in the process.
