Direct decision-making in the Republic of Croatia is guaranteed by the Constitution of the Republic of Croatia, as the right of every voter to participate in direct democracy. The right to participate is the right of every voter to participate in direct democracy, and it is acquired from the age of 18, with the condition of residence in the territory of the Republic of Croatia. The Croatian Parliament and the President of the Republic of Croatia have the right to call a national referendum. The local referendum is called by the representative body of the local and regional self-government unit. The referendum is announced by decision, and no less than 20, nor more than 40 days must pass from the day of the announcement to the day of holding the referendum. The state referendum is carried out by the State Electoral Commission for the implementation of the state referendum, the commission for the implementation of the state referendum in the city and municipality and the City of Zagreb, as well as the committees for the implementation of voting in the state referendum. The referendum question must be asked in such a way that voters can answer yes or no, for or against in a clear and unambiguous manner. Other types of direct decision-making in the Republic of Croatia are: citizens' assemblies, citizens' petitions and advisory referendums. Citizens' assemblies can be announced by: the council of local committees and city district committees. Citizens submit petitions to the bodies of local and regional selfgovernment units and state authorities. An advisory referendum can be called by the Government of the Republic of Croatia for the area of one or more units of local or regional self-government.
